Two limits first. We supply the tires we fit, so we do not mount tires bought elsewhere. And this is a booked visit to a parked car, not roadside rescue. A car in a live lane needs a tow first.

In Illinois, you are the only person checking your tires

Illinois has no periodic safety inspection for an ordinary private car. 625 ILCS 5/13-101 names the vehicles that must be submitted to a safety test: second division vehicles, medical transport vehicles, tow trucks, driver-education vehicles, contract carriers of fifteen or fewer passengers, and certain taxis. A privately owned first-division passenger car is not on that list. Nothing in Illinois law puts your tread depth in front of an inspector on a schedule.

The test most Chicago drivers do take is not a substitute. The Illinois EPA describes the emissions programme as an on-board diagnostics check covering most 1996 and newer gasoline passenger vehicles once they are four years old. Neither the Illinois EPA page nor the Illinois Air Team FAQ lists tires, tread or brakes among the things examined.

So the answer to when someone will tell you a tire is finished is: when you look, or when we do.

What counts as a repairable tire

These rules are not ours. They come from the US Tire Manufacturers Association, and any shop worth paying follows them.

• The damage has to be in the tread area, the part that meets the road. Nothing in the sidewall or the shoulder is repairable, by us or by anyone.
• The hole has to be no larger than a quarter of an inch.
• The tire has to come off the wheel so the inner liner can be inspected. A tire can look untouched outside and be destroyed inside.
• The repair is a plug and a patch together. A plug pushed in from outside without removing the tire is not a repair. It is a way of selling you the same tire twice.

Illinois sets two different tread numbers, and they do not match

Once the tire is off the wheel we measure the tread, because Illinois draws two separate lines.

Under 625 ILCS 5/12-405(d)(5) a tire is deemed unsafe when tread groove depth falls below 2/32 of an inch, measured in two or more adjacent grooves at three points around the tire. Driving on it is an offence under 12-405(c).

Under 625 ILCS 5/12-405(e)(2) no person may sell, lease or offer a tire with less than 3/32 of an inch of tread, and 12-405(e)(1) separately bars anyone from mounting an unsafe tire for highway use.

Read together, the odd result falls out: a worn tire that is still legal to drive on in Illinois can be illegal for anyone to sell or lease to you. That is one reason we do not deal in used tires, and it is why we give you the measured depth at the visit rather than after. Repair or replace a tire covers where the line usually falls.

Where a van can actually work in this city

Chicago is a flat grid with a lot of service space behind it. CDOT puts the city's public alley network at about 1,900 miles, which it calls one of the largest of any city in the world. Most Chicago jobs are therefore doable on an alley pad or at the kerb.

What we need is legal, level, paved ground with room to work around one corner of the car. A garage pad off the alley is ideal. A permit space on a busy arterial at rush hour is harder, and it is better to say so in advance than to find out when the van arrives. No alignment, no rotation alone, no balancing alone, no brakes, no emergency roadside. If the inspection says the tire is finished rather than fixable, that is a mobile replacement, and we say so at the car. If a tire turns out to be unrepairable, the inspection is charged and the repair is not.

Questions people ask

• Does Illinois check my tires at an inspection? No. 625 ILCS 5/13-101 lists the vehicle classes that must take a safety test, and an ordinary private passenger car is not among them. The Chicago-area emissions test is an on-board diagnostics check, and neither the Illinois EPA nor the Illinois Air Team page lists tires or tread among what is examined.
