ZIP 90042 straddles two neighbourhood councils that sit at opposite ends of the same city ranking, and if you live here you probably already know which side of the line your street is on.

In the June 2026 StreetsLA inventory, the Arroyo Seco neighbourhood council carries 45.8 centreline miles of which 12.7 are rated Poor — 27.7%, rank 11 of the 100 named councils. Historic Highland Park carries 74.0 miles with 9.3 Poor, which is 12.6% and rank 84. Citywide, 1,266.3 of 6,575.0 centreline miles are Poor, or 19.3%.

Same ZIP code, same postman, and one side sits in the worst eighth of the city by pavement condition and the other in the better fifth. A citywide average would have hidden both.

The city has published which streets it intends to fix

StreetsLA also publishes its pavement preservation programme as a separate layer, cut dated 8 April 2026. It schedules 4,828 street segments for resurfacing across five fiscal years — 1,532 in FY 2026-27, 1,264 in FY 2027-28, 1,023 in FY 2028-29, 969 in FY 2029-30 and 40 in FY 2030-31. Every one of those segments carries the work type RESURFACING and no other.

The layer's own name contains the words SUBJECT TO CHANGE, and we will carry that caveat rather than smooth it away. Read it as a plan, not a promise. The practical point for a set of tires is the timing: the street outside your house may be resurfaced inside the next five years, and your tires will not wait that long.

A neighbourhood of owners, and what that changes

47.4% of the 21,489 occupied units in 90042 are owner-occupied, close to an even split with renters, and 49.1% of the 22,639 housing units are one-unit detached with another 8.1% one-unit attached. Against 36.1% one-unit detached citywide, this is single-family Los Angeles on a hillside grid.

We use units-in-structure because it is the only proxy that exists. The American Community Survey has no garage or off-street-parking variable, the city publishes no garage count, and Los Angeles has spent the years since the 2017 state ADU laws converting garages into dwellings — so even a historical count would overstate today's driveways. We will not quote you a driveway percentage for Highland Park.

7.1% of households here keep no vehicle, 37.7% keep two and 17.1% keep three or more. Where there is off-street space, that is the easiest job in the city. Where there is not, the sweeping schedule governs: of 2,036,629 parking citations issued citywide in 2025, 524,709 — 25.8% — were for street cleaning, the largest single category. The Figueroa and York commute, and the tires it does not wear out

25.1% of the 29,629 working residents of 90042 work from home and 56.6% drive alone; 3.8% take public transport. Mean travel time to work is 31.4 minutes, derived from an ACS aggregate of 695,715 travel minutes over the 22,190 workers who did not work at home.

That is a fleet doing moderate mileage, and the registrations show the consequence. Of the 35,616 light-duty vehicles registered in 90042 at 31 December 2025, 74.6% are model year 2020 or older, 49.2% are 2015 or older and 32.2% fall in the DMV's oldest bucket, before 2012. California as a whole is 72.1% of 29,658,134 at model year 2020 or older.

A tire fitted at the factory on a model-year-2015 car and never changed is eleven years old now. The last four digits of the tire identification number tell you: under 49 CFR 574.5(b)(3) that is a date code, two digits for the week and two for the year, so 2415 reads as the twenty-fourth full week of 2015.

Nothing in California's calendar will raise this with you. The biennial smog check required in Los Angeles County measures emissions and contains no tire item at all. But the state does recognise the problem in regulation: 17 CCR 95550(c)(14) defines an "Unsafe Tire" as one unsafe by "tire tread wear, age, tread irregularity, or damage". Age sits in that list next to wear, in California's own words.

What we do not do

We supply the tires we fit. Fitting customer-supplied tires was withdrawn on 2026-09-20. No alignment, no rotation on its own, no balancing on its own, no brakes, no emergency roadside. We need level, paved, legal ground with room to work at one corner of the car — the Arroyo-side streets that climb are where that occasionally fails, and we would rather establish it at booking.

Our price

A mobile puncture repair is $145 for the first tire and $50 for each additional tire on the same visit, subject to on-site inspection. No call-out fee. Wheel off, tire demounted and inspected from the inside, repair fitted to the industry method, remount, rebalance, TPMS reset where the vehicle supports it, wheel back on. If it cannot be repaired safely, you are not charged for a repair.
