Capitol Hill is the densest neighbourhood in the city: 24,606 people to the square mile in Denver's own ACS 2019-2023 neighbourhood layer, ahead of all 78 statistical neighbourhoods. 12,007 occupied units, 75.8% of them rented, 62.3% of them in buildings of twenty or more, and just 3.5% single family detached against 40.5% across Denver.

Which means the car is outside, on the street, most of the time. 23.1% of households here keep no car at all and 60.9% keep exactly one. That is 84.0% with one car or none, the strongest one car or none profile of the eighteen Denver neighbourhoods we looked at. Only 1.7% keep three or more.

One car, and no spare day to lose

45.8% of Capitol Hill residents drive alone to work and 31.3% work at home, on a mean commute of 22.1 minutes. Neither pattern leaves room for handing the only car to a shop at nine and getting it back at four.

The pavement, and what nobody can tell you about it

Capitol Hill's 118 scored street segments average 72.0 on Denver DOTI's pavement condition index, from a worst of 36 to a best of 92.

What does not exist is a pothole count for Capitol Hill. The neighbourhood field in Denver's 311 archive is empty on every row and the published yearly archives stop at 2023. Council district 10, which also covers Congress Park and Cherry Creek, recorded 2,329 street pothole requests over the five full years 2019 to 2023, fourth of the eleven districts. Anyone selling you a per-street figure for Denver is making it up.

Nobody is checking your tread

Colorado runs no periodic safety inspection for a private passenger car. What it has instead is a discretionary roadside spot inspection on reasonable cause under C.R.S. 42-4-203, and an emissions test at registration that does not look at tires.

The floor is 2/32 of an inch, measured in any two tread grooves at three points around the tire. Below that, C.R.S. 42-4-228 deems the tire unsafe and driving on it unlawful. What one tire costs to repair
