That is rank 1 of the 68 distinct ZIP strings present in the address field of the city's 311 archive across those five years. It is also the largest-population ZIP of the seventeen we profiled in Dallas, at 85,028 residents in 23,954 occupied units.

The household mix here is not like the rest of the city. 34.9% of Pleasant Grove households keep three vehicles or more, against 15.3% citywide, and only 25.6% keep exactly one. 76.1% of working residents drive alone, 15.9% carpool, and the mean commute is 32.9 minutes against 25.7 citywide (both derived from ACS table B08013, aggregate travel time divided by workers who did not work at home). The city's own five-year infrastructure programme puts the cost of holding the network level at "approximately $266 Million ... every year for five (5) years", against a stated FY2024 street maintenance investment of $141.0M.

A rim strike on a loaded car is the impact that bends a wheel or separates a belt. A bulge in the sidewall afterwards is a replacement, whoever you ask: bulge in tire sidewall.

There is no inspection date to catch it for you

Texas abolished the safety inspection for non-commercial vehicles on 1 January 2025. Dallas County drivers still pass an emissions test before registration and pay the $2.75 emissions inspection fee, but nothing in that test touches tires, and there is no tread depth figure anywhere in Chapter 547 of the Transportation Code to fail against.

What is left is 547.004, which makes it an offence to operate a vehicle that "is unsafe so as to endanger a person". A court may dismiss that charge if the defect is fixed before the first court appearance, on payment of a reimbursement fee of not more than $10. It is a judgement call by an officer, made after the fact, and it is not a schedule anybody can plan around. On a three-car household that means every set of tires is on your calendar, not the state's, and the date to read is the one moulded into the sidewall: the DOT date code.
