The permit signs are about the park, not about you
Washington Park (WP) is one of Denver's 22 residential permit areas, with 32 designated street segments out of the 971 that carry a permit designation citywide. That is a small fraction of the neighbourhood, and it exists because of park visitor overspill on warm weekends, not because residents are short of kerb.
Everywhere else the kerb is unrestricted, and most houses have an alley garage or a pad behind them. We can work at any of those. What we need is the same in each case: level, paved, legally parked, clear room at one corner of the car.

Seasonal changeover, and where the other set lives
We fit a seasonal changeover at the address, which is what makes a second set worth owning when the street is the only parking. We do not keep the off-season set: it stays with you, and our tire storage page says why and what the swap costs.
The timing question is when. NOAA's 1991 to 2020 normals at Denver Central Park put March as the snowiest month at 10.7 inches, ahead of November at 8.7 and December at 8.5, with December to February carrying only 39.4% of the annual total. Denver's snow is a late winter and spring event, so coming off winter tires in February is early.
Colorado's Traction Law is the other date that matters. It applies on I-70 between Dotsero and Morrison from 1 September to 31 May each year, and CDOT's guidance sets a tread depth of at least 3/16 of an inch on tires that are winter rated with the mountain snowflake, all-weather rated, or marked M+S, for 4WD and AWD vehicles. All-season, all-weather and winter tires sorts out which word means what.

The roads, honestly

It covers getting to you, the wheel off, the tire demounted and inspected from the inside, a plug and patch to the industry method, remount, rebalance, TPMS reset where the car supports one, and refit. If the damage is not repairable you pay nothing for the repair.
